Senior Youth Manager

Salary Monthly salary ranges from Master Pay Scale Point MPS Pt. 34 ($82, 330) to MPS Pt. 38 ($93,255), commensurate with the successful candidate’s qualifications and experience.
Entry Requirements

(a) Have a minimum of 10 years of proven experience in administrative duties;
(b) Have proven ability to draft clearly and concisely, and to produce high-quality bi-lingual papers and synthesis documents;
(c) Be able to work independently with cross-departmental collaboration skills, high order thinking skills and time management skills;
(d) Possess excellent organizational abilities in scheduling and logistics management, focusing on optimizing resources and meeting tight deadlines;
(e) Have effective communication and interpersonal skills, strong supervisory skills and capable of collaborating with different stakeholders;
(f) Hold a bachelor's degree from a university in Hong Kong, or equivalent;
(g) Exhibit excellent spoken and written proficiency in Chinese (Cantonese and Putonghua) and English;
(h) Have relevant working experience in major events management and administration; and
(i) Be proficient in computer usage and application of common business software, such as word-processing, spreadsheet and presentation software.

Duties

(a) Overall management of the Youth Engagement Team (YET) related administration support and executive work in accordance with the latest Government's Key Performance Indicators (KPIs);
(b) Assisting the YET Convener in developing and overseeing all aspects of the Government Flying Service (GFS) youth engagement initiatives to enhance and promote the youth engagement work;
(c) Serving as the primary point of contact to the Security Bureau (SB) in responding to the enquiries including the preparation of all youth engagement work related returns, updates and statistics;
(d) Managing the subvention for the Hong Kong Air Cadet Corps (HKACC), including budget estimation, fund disbursement, financial reports analysis, and other monetary related administrative and support matters;
(e) Acting as the Officer-in-Charge for records management of all departmental level YET related projects and events;
(f) Acting as the Officer-in-Charge for all administration work related to all departmental level YET related projects and events;
(g) Acting as the Officer-In-Charge for all YET administration, liaison and supervision of the Executive Assistant (Youth Engagement) and Youth Project Officer (YPO) under his/ her command;
(h) Collaborating with other Disciplined Services Department's youth groups, including the HKACC, to devise, implement and review relevant youth development initiatives;
(i) Advising the YET Convener on matters relating to the latest youth engagement work/ event management practices and development trends;
(j) Planning, scheduling, and coordinating with all GFS internal entities to effectively manage the youth related work schedule; and
(k) Performing other duties as assigned by the management of the Department.

Terms of Appointment

(a) The successful candidate will be appointed on non-civil service contract terms for a period of two years;
(b) A total of 44 working hours gross per week as assigned by this Department; and
(c) Normally 5-day work, duties in evenings, weekends, public holidays, travelling to Mainland and Overseas are required on need basis.

Fringe Benefit
(a) If the contract is satisfactorily completed with consistently high standard of performance and conduct, the appointee may be granted a gratuity which, when added together with the Government's contribution to the Mandatory Provident Fund Schemes, equals to 10% of the total basic salary drawn during the contract period;
(b) 12 days of annual leave whilst rest days, public holidays, maternity leave or paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance; and
(c) Contribution to a Mandatory Provident Fund Scheme.
